Penmaen Household Waste and Recycling Centre
Residents with seven-seater cars do not need permits to enter HRCs

Caerphilly County Borough Council has clarified that residents with seven-seater cars do not need a permit to enter council tips – or Household Recycling Centres to give them their official name.

Changes to household waste rules came into effect on Monday February 12, with many people reporting they had been turned away from tips with staff telling them they needed a permit because of their seven-seater vehicle.

The council has now clarified the rules after complaints.

Cabinet Member with responsibility for waste, Cllr Chris Morgan said: “Seven-seater cars are permitted to enter our Household Recycling Centres and do not need a permit.”

A council spokesperson, however, added that all residents must pre-sort their recycling and non-recycling waste before visiting an HRC.

On the council website, it states that permits are required for:

  • A van (3,499kg and below);
  • multipurpose vehicles (MPV);
  • campervans;
  • vehicle with more than seven seats and
  • Cars towing a trailer will need one permit and vans towing a trailer will need two permits

More information can be found on the council’s website.
