Caerphilly Council considers ban on dogs in enclosed play area

Caerphilly County Borough Council is seeking public views on plans to ban dogs from enclosed children’s play areas and multi-use games areas.

The local authority is currently carrying out a public consultation regarding the proposed ban – first announced back in March.

The council has said it does not wish to alienate dog owners and that the proposals will be subject to public consultation before being implemented.

If such a ban is introduced, then dog owners could face a fine of up to £1,000 for letting their dog in a banned area.

The proposed ban is in response to the 2011 Household Survey by the council which found that 49% of people felt that dog fouling was a big problem in their neighbourhood.

In total 122 areas could be covered by the Dog Control Order, it is hoped the new legislation will enable officers to issue more fines.

Cllr David Poole, cabinet member for community and leisure wervices urged people to have their say.

He said: “The household survey results showed the responsible ownership of dogs is a key concern for residents. We’re keen to listen to residents views and act accordingly to address concerns.”

If the Dog Control Orders are introduced under the Clean Neighbourhoods and Environment Act 2005 offenders would receive a Fixed Penalty Notice of £75 or a fine of up to £1,000 if the matter is taken before the courts.

Residents can visit www.caerphilly.gov.uk to see a copy of the proposed Orders including the full list of 106 Council owned enclosed children’s play areas and 27 Multi Use Games Areas to which they would apply.

Residents can submit their views in writing to Environmental Health Manager, Pontllanfraith House, Pontllanfraith, Blackwood, NP12 2YW or by email at foodhealthandsafety@caerphilly.gov.uk

The consultation ends on September 30, 2012.
