Two year ASBO for Gelligaer hoax 999 caller

Sean Malpass has been given a two year ASBO

A 50-year-old man who repeatedly called the emergency services has been handed an Antisocial Behaviour Order (ASBO) for his behaviour.

Sean Malpass, 50, who until recently resided at Castle Hill, Gelligaer, was given a two year ASBO by Cwmbran Magistrates’ Court on August 18.

The court was told how Malpass, pictured right, displayed frequent antisocial and nuisance behaviour, and frequently called the emergency services for non-emergency issues.

Despite interventions as part of the Safer Caerphilly Community Safety Partnership’s “four strikes” process, his behaviour continued.

The ASBO bans Malpass from calling the emergency services, unless there is a genuine emergency, and acting “in a manner or encouraging any visitors to act in a manner which causes or is likely to cause harassment, alarm or distress to any person”.

The order also bans him from using abusive language and throwing objects at people as well as lighting bonfires.

Cllr David Poole, Cabinet Member for Community and Leisure Services, said: “Antisocial behaviour of any nature will not be accepted in Caerphilly County Borough, and we will take action where necessary to ensure these individuals do not get away with behaving in this manner.”

Bargoed Neighbourhood Policing Team Sergeant, Nic Mancino said: “The behaviour of Sean Malpass was affecting the quality of life of residents living in the area, he was also contacting the police making up spurious allegations and complaints and as a result was dealt with for wasting police time and the misuse of telecommunications. I am positive that the antisocial behaviour order placed on Sean Malpass will now offer the victim’s some comfort and respite.
