Two 24-hour dispersal orders have been put in place by police in Caerphilly and Penyrheol from 5pm today, May 8, after reports of after anti-social behaviour and racially aggravated offences.
The powers give police and community support officers the power to remove individuals from specified areas if they are deemed to be conducting antisocial behaviour, and to arrest people if they return.
The dispersal orders will be in place on Heol Aneurin, Penyrheol in the vicinity of Top Stores and the Fish Bar and a 400 metre radius of this location (including, all streets, alleyways and thoroughfares).
They also cover Cardiff Road, Bartlett Street, White Street, Market Street, St Martin’s Road, Station Terrace (Inc. bus station) , Salop Street, Van Road, Broomfield Street, Twyn Car-park and Centre, Windsor Road, Penterbane Street, Stockland Street, Bradford Street, Ludlow Street, St Fagan’s Street, Park Lane, Crescent Road, Claude Road, King Edwards Terrace, Railway Terrace, Rhymney Terrace, Castle Court Shopping Centre to include all adjoining and unnamed lanes, alleyways, thoroughfares and car parks and all Caerphilly Castle Grounds.
Caerphilly Inspector, Gareth Jones said: “I’ve given authorisation of the first dispersal order in Penyrheol after a recent upsurge in anti-social behaviour associated with the two premises listed.
Criminal damage, anti-social behaviour and racially aggravated offences have been reported at this location. Residents are complaining of unruly behaviour, noise and nuisance and the measures are to be placed in support of the occupiers of these services, their customers and residents alike.
“The authorisation of the second dispersal order is in relation to combating the continuing anti-social behaviour and drunken behaviour associated with Caerphilly town’s night time economy and to support effective crime prevention measures to reduce incidents of public order and violent crime.
“We anticipate higher numbers in footfall in Caerphilly over the weekend with the Caerphilly Food Festival and I want everyone to feel safe and enjoy the occasion. The Dispersal Order will give us the powers to tackle any issues and prevent individuals or groups of people from gathering and causing a disturbance.
“Officers will be patrolling the areas regularly to enforce the dispersal orders and to prevent incidents of anti-social behaviour.”

It’s a sad state of affairs when the police feel they have to enact such orders in advance to quell any disturbance emanating from ferrel behaviour.

To many people don’t know how to behave themselves anymore.
When you say `people`, replace that with, `Children and Youths`. The Police have taken these measures as `extra` power to prevent incidents of Arson, Criminal Damage to vehicles and residents property, Quite serious assaults, intimidation of local residents, threatening behaviour, and general anti-social behaviour. The Local Police Commander Inspector Gareth Jones, is not just prepared to pay lip service to the issues but is prepared to tackle the issues head on with the clear intention of working with residetns on issues which concern them.
The incidents in the Centre of town have clearly deminished since local police put plans in place and introduce additional officer patrols in and around the town at `problem` times. The authorisation of these additional dispersal orders by Inspector Jones are welcome by residents.
I’m also a resident of town and completely support the police if these things work.
I have no information either way if they do or don’t , I was just grizzling because people can’t behave these days.
I agree that it should not come to these special measures, but it is working, when the orders are in place, and it seems to have reduced incidents at other times too, which, used to be caused by youngsters who come into town because they are displaced from areas outside the town.

Perhaps a greater police presence in the area might help aleviate/prevernt this sort of thing, but I assume their resources are already strectched to the limit.

It appears that `other` police action failed to eleviate the problems with roaming and rampaging youths, each time the dispersal orders have been in place it actually solves the problem.
If you are saying that Gwent Police have powers to deal with these sorts of problems, but they are not normally exercising them, then let us know what you think they are. Flooding the town with police officers is not an option, according to Gwent P{olice. Although that is what should be done.
