Gwent Police has introduced a dispersal order for Caerphilly’s Lansbury Park estate.
Inspector Gavin Clifton said the order is in relation to increasing antisocial behaviour, disorder and crime in the area.
At anytime between now and 6pm on October 20, if there is a group of people causing antisocial behaviour then police officers have the power to order them to leave for a minimum period of 48 hours.
If they return to that area after being moved on, they face being arrested.
The dispersal order is being imposed under section 35 of the Antisocial Behaviour, Crime and Policing Act 2014.
Well done Gwent police for introducing this order, however we do not see the police anymore in caerphilly so how are they going to enforce it. The CPOs cant enforce it neither can those waste of space council wardens. So whats the point of this order more gimmicks by gwent police to pretend they are doing something against anti social behaviour
How many of these Dispersal Orders have we seen in the press in recent years ? Too many !
But as you say – they are useless without bobbies on the beat to make them work…………more smoke & mirrors
If the cops need to called out in the first place because there is antisocial behaviour the they should just arrest the perps there and then.
That’s what used to happen, or they would move rowdy people on. I saw this many times in the 1970’s and 1980’s. The police, using current protocols, would not have been able to cope with the weekends of yesteryear. There used to be hundreds of people moving between pubs like the Castle, Boars Head, Crown Bluebell, Kings Arms and Railway.
Between 11-00 and 12-00 at night all these people would be trying to get home or get into the Camelot or Checkmate. This was often a recipe for conflict but the situation was polliced differently then. Drunks were picked up and put in the cells at Park Lane. Caerffili magistrates court was busy on Monday dishing out the fines. I can’t help feeling we have lost something here…

Never did get me but I was told to move on several times. If you didn’t move trouble would follow! I cannnot understand why this is not the case now. Police forces seem more interested in chasing deceased people accused of historical crimes than dealing with crimes and public nuisance that makes peoples lives a misery in the here and now.
When resources are low institutions prioritise.
Unfortunately current priorities are not set by any sensible metric.
The reason i think this is not the case now is we have too many snowflakes in the police who are too scared to confront people in case they get shouted at back. They are scared of getting into a fight and just want to hide or get the easy targets.
For the past few years the public have been conned by the Police – who told us that crime and antisocial behaviour had decreased ( no doubt adding to the argument for cutting the number of officers ).
However recent figures show that crime in particular has increased in many areas of England and Wales – they tell us that this is down “to better crime recording”
It’s about time they stopped trying to con the public and put Police Oficers back on the beat in our communities in order to not only Respond to incidents but also to deter and prevent crime.
Response policing doesn’t work.
We are paying for a service that we are just not getting – so its time the public in general started demanding the service they pay for and deserve.
Absoutly we never see a constable out on our streets anymore. Its disgusting, we are paying for a first class service but we are getting a fifth class service. They think by sending out those warden types that this is a good substitute for the police, truth is they are not. They can do anything at all, people need to realise that they have no authority what so ever!
In private many serving and retired policemen agree, the culture of policing has been changed. Five years ago the, then, Chief Constable was giving a presentation to the Town Council. She kept harking on about ‘the business’ and ‘the brand’ as if she thought the police were a bakery company.
I pulled her up on this and she did have the good grace to apologise but it was obvious what her real thought process was – all presentation and no substance. I have a theory that things started to go wrong when the police started to call themselves ‘ a service’ rather than what they had been, which was ‘ a force.’
I couldn’t agree more with you. They are trying to run the police like a business but it’s just not working. In private business you have someone who was highly trained in business, the people at the top of public service have had no real training in business management. They know how to run a police force but not a business, the problem we have is that they think they can run a business but can’t. I bet you the powers that be did not like the word force because it implied heavy handed and rule with a iron fist. So they changed it to service, problem is now we don’t have a service anymore so they will became just the police.
I was browsing the internet news pages when I saw that the police in Norfolk are thinking of scrapping their Pcso. Chief Constable Simon Bailey said “an average police constable” costs only slightly more to employ and would be more useful in “high risk, high harm” cases. It makes me wonder how much a council warden is paid compared to a Pcso and a police constable. If a Pcso is only paid slightly more then a constabul. In this time of cut surely we should be looking for the most cost effective way of policing. Surely we don’t need 3 tier policing.
I read that story too in a newspaper. The problem with support officers is their lack of the power to arrest, they have no more legitimacy than you or I.
There are some very good support officers in the borough, perhaps it is time to make the best ones police constables and make the rest redundant.
A good idea Richard – but I wonder what excuses Gwent Police would put forward against it.
I agree we need Police Officers with full powers of arrest;stop and search etc.
At last – a police service with some common sense.

Here is something to think about I been browsing the web and found that council wardens are on £19,500-£22,000 a year. A Pcso is on £19,200-£21,000. While a Police constable is on £19,500 a year for two years then it goes up to £22,000. Is it crazy to think that the ones who do the least get the most amount pay. Is this the reason why we have so few constables on our streets.
Surely it’s a no brainer then ?scrap the Police Community Officers and Council Wardens and use the money to fund more Police Officers
I joined twitter today my grandson set it up for me to follow a few people, funny there is a photo on there of caerphilly police going out against anti social behaviour. Who are these people?? I have never seen them. The council wardens are also on there, i seen them once many moons ago but it looks like they are back. Perhaps all these officers will go outside today.
