Sixteen homes and a three-storey apartment block could be built off Bedwas Road, Caerphilly.

The houses would all be two-storeys and would be a mixture of two, three and four bedrooms with front and rear gardens.

The apartment block would be ‘I’ shaped and will have 12 one-bed apartments and three two-bed apartments.

The development would be built behind the 7 to 11 Convenience Store. Sheeting clad industrial buildings will be removed from the site if the application is approved.

The application, which has been submitted by Harmoni Homes, will be decided this week by Caerphilly County Borough Council.

Harmoni Homes is a United Welsh brand that offers homes to buy outright, or through a low cost home ownership or shared ownership scheme.

However, the council’s Transportation Manager has objected to the application because of a shortfall of 16 parking spaces.

Caerphilly Town Council has also objected because it has concerns about parking, access and privacy.

Despite the location not being categorised as sustainable, the report said the site does have access to public transport,  shops and the town centre – therefore the shortfall in parking is justified.

The decision on the application is being made by the council’s planning committee on Wednesday November 10.

It is expected councillors will decide to defer the decision to planning officials whilst a Section 106 agreement focusing on affordable homes is completed.

A Section 106 agreement is a legally binding private contract between a developer and a Local Planning Authority (LPA).

A Section 106 agreement sees planning permission granted, but with the developers given a planning obligation.  The obligations can include affordable housing, road improvements, and financial contributions to a local scheme, for example.
