Caerphilly County Borough Council is creating 100 new training places for young people.
The council set itself the target after agreeing to invest £485,000 in training and development for people aged between 16 and 25.
The council’s parks service has already provided 18 places, while another 20 young people are set to take up training places within the council and further roles may be created in social services.
Colleges and The Prince’s Trust, Prince Charles’s charity, are also involved in creating the placements.
Cllr Allan Pritchard, deputy leader of the council, said: “We will use the local job centres and make sure we apply a fair process to anyone who wants to apply to get their foot on the first rung of the job market.
“We will of course want to make sure local Caerphilly County Borough people are given preference in this scheme.”
