A 15-year-old boy from Blackwood who caused havoc on the streets has been handed a two-year Antisocial Behaviour Order (ASBO).

Zackary Williams, of Bryn Rhedyn, Blackwood, was given the ASBO by Caerphilly Magistrates after a series of incidents.

Despite the best efforts of the authorities to get the youngster to behave, including a four strikes and you’re out policy, the boy continued to behave badly.

The ASBO means Williams cannot leave his home between 11pm and 7am during summer months and between 10pm until 7am from October this year.

He is also banned from:

  • Acting in a manner which causes or is likely to cause nuisance, harassment, alarm or distress to any person within the Caerphilly County Borough Council area.
  • Driving any motor vehicle which is not licensed, taxed or insured for him.
  • Being carried in or on a motor vehicle without the express permission or consent of the owner.
  • Entering or attempting to enter any unattended motor vehicle in England and Wales, without the express permission or consent of the owner.
  • Living anywhere other than at a specified and approved address without the permission of the Prolific Offenders Officer, Caerphilly Local Policing Unit and Gwent Police.

The terms of the ASBO are to be reviewed by the authorities every three months.

Howard Rees, the council’s community safety manager, said: “I hope that the gaining of this Antisocial Behaviour Order will send out a strong message to the small minority who are intent on behaving anti-socially that their behaviour will not be tolerated.”

PC Gareth Jones, the crime and disorder reduction officer for Blackwood, said: “The implementation of Antisocial Behaviour Orders aim to limit the negative effects of antisocial behaviour on the local community.

“We will continue to take action against any individuals that are found to be taking part in anti-social behaviour, and where appropriate work with our partners to apply for Antisocial Behaviour Orders from the courts.”
