Caerphilly Council continues tough stance on littering and dog fouling

Caerphilly County Borough Council has said it will continue its tough stance in dealing with people who drop litter and allow their dogs to mess in public without cleaning it up.

The council said it has taken three people to court in the last month over such incidents and will carry on.

Councillor Lyn Ackerman, cabinet member for the environment, said: “We are committed to ensuring that our county borough remains a clean, green and pleasant place to live.

“The vast majority of residents do take their environmental responsibilities seriously, and would not even consider dropping litter or allowing their dogs to foul public places. There is however still a very small minority who feel it is acceptable to behave in this manner.

“It is these people who we are telling to ‘Pick Up or Pay Up’. We will not accept behaviour of this kind.”

Between April 2007 and March 2009, Caerphilly County Borough Council issued a total of 189 fixed penalty notices of £75 for dog fouling and 80 fixed penalty notices of £75 for littering.

Where any fixed penalty notice fine is not paid, the case is taken to court where a maximum £1,000 fine could be handed out.

Out of the 189 instant fines handed out in the two-year period 25 ended up in court.
