A 16-year-old Gelligaer boy and a 16-year-old Risca boy are the latest to be handed Antisocial Behaviour Orders because of their bad behaviour.
Christopher Cook, of Church Road, Gelligaer, was given a two-year ASBO by Caerphilly Magistrates while Shaun Thomas, of Forsythia Close, Ty Sign, Risca, got his two-year ASBO from Cwmbran.
Both boys got their unrelated ASBOs as a result of their unruly behaviour in their respective communities.
Cook’s ASBO bans him from the following:
- Acting in a manner, which causes or is likely to cause nuisance, harassment alarm or distress to any person in the Caerphilly County Borough Council area
- Swearing at, shouting at or threatening any person
- Throwing any object at any person, property or vehicle
- Damaging any property not belonging to him
- Apart from his home address, not to enter the gardens of any other property without the express permission of an adult occupier
- Consuming alcohol in a public place
- Being in possession of alcohol in open bottles, can, cups or containers in a public place
- Driving or riding any mechanically propelled vehicle without appropriate documentation, causing a nuisance or annoyance to persons
The conditions of Thomas’s ASBO are as follows. He must not:
- Act or encourage others to act in any manner that causes or is likely to cause harassment, alarm or distress to any person in Caerphilly County Borough
- Associate with Alex Jeffrey, in any place within Caerphilly County Borough to which the public have access, save for travelling to and from, and attendance at, their training course namely Talk Training, Blackwood.
- Congregate in a group of 4 or more persons in a public place in a manner causing or likely to cause any person harassment, alarm or distress within Caerphilly County Borough
- Enter the grounds of Risca Comprehensive School
- Reside at any address other than as directed by CCBC
- Leave the address at which he is residing between the hours of 9.30pm and 7am the following day until midnight on the April 5 2011
- Refuse to present himself to a police officer making reasonable enquiries to confirm his presence at his place or residence during the curfew hours specified in the above condition
Community Safety Manager Howard Rees said: “I hope the gaining of these orders will act as a deterrent to others who feel it is acceptable to behave in an anti-social manner and have a detrimental impact on residents’ quality of life. We will not allow the behaviour of a small minority affect the lives of the majority, and will use the powers available to us to ensure that this remains the case.”

Indeed, Shaun Thomas now lives in Blackwood and has been terrorizing his neighbour’s, attacking them yet Blackwood police continue to turn a blind eye.
