Dog walker prosecuted for dog mess

A Llanbradach man has been prosecuted by Caerphilly County Borough Council for allowing his dog to foul in a public place and not cleaning it up.

Joe Fisher, of Rees Terrace, Llanbradach, was originally given a fine of £75 by a council enforcement officer who spotted him failing to pick the mess up in Morgan Street Works Playing Field.

However, Fisher failed to pay the fine and so the council took him to court.

Newport Magistrates imposed a £100 fine and ordered him to pay costs of £85 and a victim surcharge of £15. The case was tried in his absence after he failed to show for the court hearing last month.

Cllr Rob Gough, cabinet member for public protection, said: “It is very disappointing that a small minority of residents still fail to take their environmental responsibilities seriously, and continue to feel it is acceptable to allow their dog to foul public areas and then fail to pick it up.

“This case, which resulted in Mr Fisher having to pay a total of £200, could so easily have been avoided if he had taken his environmental responsibility seriously.

“We will continue to pursue non-payment of fines through the courts – we will not tolerate people who behave in this manner.”
