Labour has held the Risca East ward after a by-election on Thursday.
Candidate Philippa Leonard is now Caerphilly County Borough’s latest councillor after polling votes.
The by-election was held because of thepassing of the popular and well-respected councillor Stan Jenkins in January.
She said: “I’m thrilled to have been elected by the people of Risca East, and I’ll be proud to represent my community on Caerphilly Council. The late, widely-respected Cllr Stan Jenkins will be a hard act to follow. But I promise to work tirelessly for our Risca East ward over the next four years.”
Caerphilly Council leader Harry Andrews said: “I’m delighted that the voters of Risca East have given Philippa, and our Labour-led Council, this vote of confidence. I know that with her experience and local knowledge, Philippa will make an excellent, hard-working councillor for her local community.”
Islwyn AM Gwyn Price also congratulated the new councillor.
He said: “I am delighted with Philippa’s result she is a fantastic local candidate.
“It shows how local people continue to place their faith in Labour and we will not let them down.
“I know Philippa will work hard for Risca East and continue the excellent work of Cllr Stan Jenkins.”

Who was it that said "It will be interesting to see how the people of Risca East react when they go to the polls?". I would say that they have reacted by giving Plaid Cymru a massive thumbs down. Well done on beating the Tory candidate into forth place though.
well done philippa remember me how is your back love elwyn
Hmm… With a turnout of 26% a five percent drop over the 2012 results, rather than endorsing anything, I would say the electorate aren't particularly interested or indeed bothered.
Apathy does not a vote of confidence make.
