Almost 550 new homes and a primary school are to be built on the site of the former Waterloo Works near Machen, after a long-running planning saga ended.
Conditional planning permission for 545 homes and a new school was originally granted in 2007, but uncertainty surrounding a £2.599 million financial contributions to pay for the school had seen the application stall.
However a recent planning meeting agreed that the development could now go ahead after the land’s owners stated it would pay for the school on completion of the 100th home on the site.
Officers at the meeting also confirmed that developers would have to pay £40 per square metre of constructed floor space to help pay for new highways.
