Welsh Government Cabinet named after deadlock broken

First Minister Carwyn Jones has named former Welsh Liberal Democrat leader Kirsty Williams as Education Secretary as part of the new Welsh Government.

Mr Jones was eventually re-elected First Minister on Wednesday, May 18, after a deadlock between the parties the previous week when Plaid Cymru nominated its leader Leanne Wood for the role.

After a week of negotiations between Plaid and Labour, a deal was struck.

As part of the “Compact to Move Wales Forward” a fund will be set up to “end the postcode lottery for new drugs and treatments” and more GPs will be trained and recruited.

A promise to deliver 30 hours free childcare for working parents has also been made as well as a commitment to create 100,000 apprenticeships.

A new National Infrastructure Commission and a new Welsh development bank will also be created.

The day after Mr Jones was re-elected as First Minister, he announced his new Cabinet – which included the Assembly’s sole Lib Dem Kirsty Williams.

Speaking of his new Cabinet, Mr Jones said: “This will be an open, inclusive, and transparent administration, ready to work with others where it is in the national interest.

“A critical five years lie ahead. My relentless focus, and that of my cabinet and ministers, will be on driving improvement in our economy and in the vital public services that the people of Wales rely on every day.

“I am confident this is the team with the talent, the vision and the ideas to deliver opportunity for all, and build a united, connected and sustainable Wales, now and for future generations.”
Elsewhere, former Deputy Health Minister Vaughan Gething gets a promotion to Health Secretary, while his predecessor Mark Drakeford gets a move to Finance and Local Government.

Jane Hutt moves from Finance to become chief whip and leader of the house.

Ken Skates has retained responsibility for culture and tourism, which he held as a deputy minister, but becomes Cabinet Secretary for Economy and Infrastructure.

Carl Sargeant is Secretary for Communities and Children, Lesley Griffiths is Secretary for Environment and Rural Affairs, while Julie James is Minister for Skills and Science; Alun Davies is Minister for Lifelong Learning and Welsh Language and Rebecca Evans is Minister for Social Services and Public Health.

Speaking of her appointment, which had to get the blessing of Lib Dem party members, Ms Williams said: “Where there is common ground, we must have the confidence and ambition to work together for the good of its people.

“The test of our new approach is not the warmth of our words, but our commitment to get things done.”

Meanwhile, Plaid Cymru, which is the official opposition in the Assembly, has named its Shadow Cabinet team.

Newly elected Adam Price is given the key portfolio of business, economy and finance.

Llyr Gruffydd will handle education, Rhun ap Iorwerth health, Simon Thomas energy and Bethan Jenkins housing.

Lord Elis-Thomas’ duties include government liaison and the Wales Bill.

There are also Shadow Cabinet jobs for all the new Plaid Cymru AMs, including Siân Gwenllian with responsibility for local government, and Neil McEvoy, who will speak on sport and tourism.

Dai Lloyd, who returns as an AM after a five-year break, has been named as Plaid assembly group chair and will also speak on culture and infrastructure.

South Wales East AM Steffan Lewis will be responsible for external affairs, non-devolved matters, police, criminal justice and social protection.

Ms Wood said: “This is an excellent, strong team to deliver for people and communities in Wales.”

In other Assembly news, UKIP group leader Neil Hamilton has been rebuked by Presiding Officer Elin Jones over his use of “sexist” language in the Senedd.

The former Tory MP had described Leanne Wood and Kirsty Williams as “political concubines” in Carwyn Jones’ “harem” for supporting Labour.

Mr Hamilton told AMs he had not intended to upset anyone, but Ms Jones said the comments were unacceptable.
