A car park in Risca could be sold for as little as £1 to allow for the construction of a social housing complex.
Mill Street car park, just around the corner from Risca United Football Club, is currently owned by Caerphilly County Borough Council.
The council is considering a proposal to sell the car park and surrounding land to developer Seren, in order to create around 30 affordable houses, which would support and house vulnerable people.
A public meeting was held in the town on Monday, July 18 to allow residents to air concerns.
