City seeking views on dog control rules, but free waste bag costs not ‘justified’

Newport City Council is asking residents for views on dog controls

Free waste bags in popular dog-walking spots would help keep the streets clean, a Newport councillor has suggested.

Cllr David Fouweather made the suggestion in a written question to a city council cabinet member.

“Do you think it would be worthwhile supplying dog waste bags near bins at certain locations where dog walking is a frequent activity?” he asked.

“This should help reduce the amount of dog waste that we have on our streets,” added Cllr Fouweather, who represents the Allt Yr Yn ward on Newport City Council.

“I know that at least one community council… does this.”

Cllr Yvonne Forsey, the council’s cabinet member for climate change, waste and recycling, said “the extra cost to taxpayers of providing stocking and replenishing bags citywide is not something that could be justified”.

“The council has a high number of bins distributed throughout all streets, parks, and open spaces in Newport, making it convenient for dog walkers to dispose of waste appropriately,” explained Cllr Forsey.

She added dog owners have a legal responsibility “for clearing up” after their pets and “ensuring proper disposal of waste”.

“We encourage responsible behaviour among dog owners to keep our public spaces clean and pleasant for all,” the cabinet member added.

In September, councillors are scheduled to discuss the future of a Public Spaces Protection Order (PSPO) for dog control across the city.

The measure was first introduced in 2022 and is expected to be renewed  before it expires in November this year.

The PSPO includes four controls – including a provision that people must clean up dog mess “immediately if it defecates on public land”.

Other controls would require people to place their dogs on a lead if directed to do so by a police or council officer on any public land in the city.

Dogs would also be prohibited from outdoor enclosed children’s play areas at all times, and from sports pitches during their associated seasons.

Owners would also be required to keep dogs on leads at all times within a cemetery.

Residents can currently have their say on the PSPO renewal plans on the Newport City Council website.
