Proposals to turn a shop into a new takeaway in Newport’s Clarence Place have been resubmitted after a first bid was unsuccessful.

The applicant, Alex Xavier, is seeking planning permission to change the use of the premises at 12 Clarence Place, which is a listed building.

His first application was rejected last year over concerns the redevelopment would have an “adverse impact” on the property, and that neighbouring buildings would be affected by noise and odours from the proposed takeaway.

The applicant’s planning agents, KR Dorrington Architectural Associates, argue the building has “a history of food preparation and takeaway, as well as retail”.

They said the building was listed “fairly recently” – in 2002 – and has had “all original features removed”, leaving a property which has “no remaining elements of architectural or heritage merit”.

The resubmitted plans now include a rooftop extraction system that would cut odours and have a “very limited visual impact”.

According to the agents, any changes to the property would be carried out on the building’s ground floor, and would involve adding service counters and cooking areas.

The application is currently out for consultation, and can be viewed on the Newport City Council website under reference 26/0394.
