Caerphilly County Borough Council has admitted that one of its employees has been placing bird seed outside the entrance of Caerphilly Indoor Market.
Traders were left scratching their heads when the seed started appearing several months ago.
As birds began flocking to Pentrebane Street, traders became concerned for the birds’ safety after some were hit by cars.
They also feared customers were being put-off by having to dodge the birds.
However the mystery was solved with the emergence of CCTV showing a council worker regularly throwing down the seed in the early hours of the morning.
A Caerphilly County Borough Council spokesman has confirmed the individual in the footage is one of its employees.
They said: “Although his actions were not malicious, he will be advised that this practice needs to stop.”
