Care services run by Caerphilly County Borough Council have been praised for delivering “excellent” support in a new inspection.
Care Inspectorate Wales (CIW) rated the council’s Home Assistance and Reablement Team (HART) and its Supported Living domiciliary care service as “excellent” for both wellbeing and care, following visits earlier this year.
Inspectors said people receiving support experience “excellent wellbeing outcomes”, are empowered to make their own decisions, live independently and achieve personal goals.
Examples included supported living residents being able to travel abroad and fulfil “lifetime goals” thanks to the backing of staff, while others benefited from more local experiences tailored to their interests.
The HART team, which provides short-term reablement and emergency care at home, was singled out for its approach to assessments, with specialists working together to ensure people’s personal outcomes are met.
Leadership and management across both services were rated “good”, with inspectors highlighting strong monitoring systems and a stable, well-trained workforce. Opportunities for staff to progress into senior roles were also noted as a strength.
Cllr Elaine Forehead, cabinet member for social care, said: “This report highlights the consistently high standards of care delivered by our frontline teams across both services.
“Whether it’s supporting individuals at home through reablement or helping people in supported living achieve their personal goals, staff play a vital role in promoting wellbeing and independence.”
No areas for improvement were identified by inspectors — a finding CIW said reinforced the “quality and effectiveness” of the services.
The only shortcoming noted was that the service is not fully meeting the Welsh language and culture needs of people, which inspectors said requires improvement.
