The housing development on the former Windsor Colliery site is moving into its second phase

The building of 152 homes on the former Windsor Colliery site in Abertridwr is expected to be completed by 2029, Caerphilly Council has said.

The local authority has confirmed the first stage of the development – which includes the remediation and groundworks – have now been completed, paving the way for the second phase of construction to begin.

Caerphilly-based United Welsh is behind the development, which was approved by the council’s planning committee in 2023.

Of the 152 homes, 70% will be classed as affordable, with the remainder being sold on the open market through Harmoni Homes, the sales brand of United Welsh.

The scheme has been supported by the Welsh Government through its Social Housing Grant and Housing Viability Gap Funding (HVGF) from the Cardiff Capital Region.

Caerphilly Council deputy leader Shayne Cook, who is the cabinet member responsible for housing, said: “We’re delighted to be working in partnership with United Welsh to transform this disused space into much-needed energy efficient affordable homes, including much-needed single person homes for local people.”

The homes will be built by Celtic Offsite, a social enterprise within the United Welsh Group. Celtic Offsite will manufacture the timber frame structures from its factory on Caerphilly’s Pontygwindy Industrial Estate, with the homes being completed on-site by contractor M&J Cosgrove.

Victoria Bolton, director of development and regeneration at United Welsh, described it as “our largest development in Caerphilly to date”.

She said: “The project will provide more high quality, affordable homes where people can thrive, as well as breathing new life into the site.

“Alongside delivering much-needed affordable housing, the development is about growing the community and marks an exciting new chapter for Abertridwr.”
