All Transport for Wales rail fares will be frozen for a year, First Minister Eluned Morgan has announced.

Baroness Morgan said the price freeze “gives certainty to passengers at a time when many are struggling with the cost of living”.

The freeze comes following a 4.6% increase introduced in March 2025, which itself followed a 4.9% rise the previous year.

The prices of advance single tickets, and tap-in tap-out pay as you go tickets, will also be frozen.

The First Minister said: “More people are choosing to travel by train in Wales, services are growing faster and they are more reliable.

“This is as a result of us spending £1.1bn improving the Core Valleys Lines and developing the South Wales Metro. We have also spent £800m on new trains that can carry 80% more passengers.”

She continued: “Freezing the cost of fares is our latest step in making travelling by train more attractive and cheaper.”

Pointing to the tap-in tap-out payment systems, Baroness Morgan said TfW was “leading the way in UK rail industry” – becoming the first train operator outside of London to implement it.

“The new way to pay has already significantly reduced the cost of more than three million train journeys across southeast Wales in the past year,” she added. “And with the rollout across north Wales just around the corner, more people are set to benefit from cheaper fares.”

Wales’ transport secretary, Ken Skates, described the price freeze as “fantastic news for passengers” and said: “Alongside new trains, better services and a generational investment in Welsh rail, this fare freeze complements our action to deliver more affordable bus fares and the young person’s fare cap.”
