Third proposal for new flats above convenience store

Plans for new homes above an Ystrad Mynach convenience store have been submitted for a third time, after council planners rejected two previous bids.

The most recent application, for four new flats and two commercial units above the Premier Stores on Bedwlwyn Road, was rejected over access, parking and privacy concerns.

Caerphilly County Borough Council planning officers said the proposed layout would offer direct views into bedrooms at two of the flats, creating “unacceptable privacy impacts”.

They also judged the proposal for a shared access between the homes and the commercial units would impact on residents’ amenity, and two of the rear flats faced out onto “a solid wall, providing no outlook”.

The officers also said “insufficient” off-street spaces would place “unacceptable pressure” on parking in the surrounding area.

Shop flats plan rejected over parking and light issues

Since that refusal, Gyan Ghuman of Ghuman Property Ltd has submitted a new request for planning permission at the site.

The new proposals include changes to the layout of the first floor, including a new doorway separating the flats from the commercial units.

Those units would now both be located at the rear of the property, and one of the flats moved further forwards.

Three parking spaces would continue to be provided, according to the latest plans.

The new application is currently out for consultation, and can be viewed on the Caerphilly County Borough Council website under reference 26/0290/FULL.
