Caerphilly man prosecuted for dog fouling offence

A Caerphilly man has been prosecuted by Caerphilly County Borough Council for allowing his dog to foul in the street and then not picking it up.

Robert Harper, of Pontygwindy Road, was summoned to court after failing to pay a fine of £75, issued to him by the council’s enforcement officers.

Harper was witnessed allowing his dog to foul and then failing to pick it up near his home. The council then took him to court after he failed to pay the fine.

The dog owner failed to appear at Caerphilly Magistrates Court for his hearing. The case was heard in his absence and he was found guilty of the offence under the Dogs (Fouling of Land) Act 1996. He was fined £175, ordered to pay £85 costs and a £15 victim surcharge.

Cllr Rob Gough, cabinet member for public protection said: “We are all working hard to make the Caerphilly County Borough a safer and greener place to live. It is a very small minority who offend and we are working hard as an authority to ensure that these people are brought to justice.”
