Gwent Police has announced its new Deputy Chief Constable.

Jeff Farrar has taken over from predecessor Carmel Napier, who has recently replaced the retired Mick Giannasi.

Mr Farrar, 45, said: “I am delighted to have been selected as the Deputy Chief Constable. We are facing difficult times in policing but my heart is in Wales and I am looking forward to being part of a team that will continue to deliver the highest quality of service that the people of Gwent deserve.”

Chief Constable Napier said: “I would like to congratulate Jeff on his appointment. His knowledge and experience in policing and working in Wales will be of great benefit to the force. He joins us at a challenging time, however, he will be a pivotal member of the team in continuing our commitment in Neighbourhood Policing, working with others to keep people safe and delivering the best possible policing services with the monies available.”

Jeff Farrar’s Biography (Source: Gwent Police)

Jeff Farrar is 45 years of age and has 27 years police service within South Wales Police and Gwent Police. He is educated to post-graduate level, achieving a BSc (Hons) 2:1 in Police Studies in 1998 and more recently (2008) was awarded a Masters in Public Administration.

Much of his early service as a Constable and Sergeant was spent in uniformed operational policing and CID. He was seconded to HMIC in 1999 to assist with the post-Lawrence inspection of the Metropolitan Police Service and in 2000 was an integral member of the ‘Winning the Race III’ diversity inspection.

On return to South Wales he was appointed as Chief Inspector (Change Manager) responsible for the merger of three policing divisions into one. He was promoted to Superintendent in 2002 as Staff Officer to the ACPO team, advising on policies and strategies affecting the diverse communities of South Wales before moving to the Cardiff BCU where he served for three years. During this period he commanded a number of high profile events including the FA Cup Final.

In December 2005 he was promoted to Chief Superintendent assuming command of the Rhondda Cynon Taff (RCT) & Merthyr BCU, overseeing the merger of two BCUs to make it one of the busiest divisions in Wales. After completing the Strategic Command Course Chief Superintendent Farrar was appointed to head the Professional Standards Department.

Mr Farrar was appointed Assistant Chief Constable, Operations for Gwent Police on June 15 2009.

Since joining Gwent Police in 2009 as Assistant Chief Constable, Mr Farrar has taken responsibility for People Services, Service Development, Corporate Communications, Professional Standards and Legal Services. In addition to this he is currently the All Wales policing lead for Protecting Vulnerable People and Human Trafficking, the Special Constabulary, Performance Management and Children and Young People.
