A 12-year-old boy from Ystrad Mynach has been given an ASBO due to his behaviour.

Mark Humphreys, of Lisburn Road, Ystrad Mynach, was given a two-year Antisocial Behaviour Order by Cwmbran Youth Court on November 22, 2011.

The court was told that Humphreys showed frequent antisocial, abusive and nuisance behaviour in the Cefn Hengoed area.

Despite numerous interventions from the Safer Caerphilly Community Safety Partnership, the court heard how Humphreys’ behaviour continued.

The ASBO prevents Mark Humphreys, anywhere within the Caerphilly County Borough Council area from:
Shouting, swearing or causing harassment, alarm or distress to any person
Causing damage to any property not belonging to him
Throwing any object at any person, property or vehicle
Congregating in a group of three or more in a public place, other than when with adults over the age of 21, except when being taken to and from school and while engaged in any school activities
Entering any persons’ property without the consent of the owner or occupier.

Cllr Rob Gough, cabinet member for public protection said: “While Mark Humphreys is young, he has persistently caused problems for residents in the area and as a result this Antisocial Behaviour Order was sought.

“I hope this will send out a clear message to people of all ages who are intent on acting in an anti-social manner that their behaviour will not be tolerated.”

PC Gareth Jones, Blackwood and Ystrad Mynach Crime and Disorder Reduction Officer, said: “Mark Humphreys is an individual who has caused a lot of distress to the Cefn Hengoed community, his behaviour which impacted on residents daily lives necessitated this application for an anti-social behaviour order to be made.

“The making of this two-year order sends a clear message that the Safer Caerphilly Community Safety Partnership which includes Gwent Police and its partners, will not tolerate this type of behaviour and will do all they can to protect the communities we all serve.”
