A scrap metal dealer from Graig Y Rhacca has been prosecuted after he failed to provide the right documents during a spot check by authorities.
Michael Pipe, 20, of Longfellow Gardens, was stopped by council environmental health officers in September 2011.
Officers issued Pipe with Section 34 (5) Producer Notices to vehicles transporting waste. The notice requires anyone who is carrying waste to show where the waste originated from and where it is to be legally disposed.
Despite the order from officials, Pipe failed to show the relevant documents and was prosecuted.
The case was heard on Monday June 18 at Abergavenny Magistrates’ Court where Pipe pleaded guilty. He was fined £85 and ordered to pay a £15 victim surcharge.
Cllr Dave Poole, cabinet member for community and leisure services at Caerphilly County Borough Council, said: “There are some deceitful dealers trading in the borough, who sell on metal that they collect, but do not dispose of the other waste they collect properly. If scrap metal dealers carry the correct documentation, they will be able to go about their business freely, but for the small minority who do not we will seek prosecution.
“The officers from our Enforcement team are determined to continue their tireless work, alongside our colleagues at Gwent Police to tackle this issue.”
