Ystrad Mynach man prosecuted for dropping litter

An Ystrad Mynach man has been ordered to pay a total of £185 after he was prosecuted for littering.

David Hooper, of Heol Brynteg, was issued with a fixed penalty notice of £75 by council officials when he dropped litter in Ystrad Mynach on March 19 this year.

Because of non-payment of the fine, the matter was pursued through the courts by Caerphilly County Borough Council.

At a hearing at Caerphilly Magistrates’ Court on October 11, which Hooper did not attend, a guilty plea was entered and Hooper was ordered to pay an £85 fine, £85 in costs and a £15 victim surcharge.

Cllr Dave Poole, cabinet member responsible for community and leisure services, said: “I am pleased to hear that we have successfully prosecuted another person who showed such disregard towards their surrounding environment. Littering is unacceptable and the small minority of people who refuse to responsibly dispose of their waste will receive a fixed penalty notice of £75.

“If a person fails to pay their fixed penalty notice, the council will always pursue the matter through the courts.”

    All very well for Caerphilly Councillors to congratulate themselves for one of their Street Wardens writing a ticket for littering.

    Check out the rubbish deliberatly disgarded on the streets in Caerphilly town. First, lets deal with the consistent littering, by customers of the Kings Arms, who smoke on the street in Cardiff Road outside that building depositing the remnants of their filthy habit onto the pavements. NEVER A PENALTY ISSUED.

    The seating area at the end of Windsor Street adjacent to Cardiff Road, same problem.

    The seating area in Stockland Street, same problem. And NEVER A TICKET ISSUED

    The pupils from St Martins School, who are let out to roam the town every lunchtime, a very small minority of whom treat the streets of the town as a rubbish depository, Never, ever, a penalty issued.

    Caerphilly Council have nothing to be proud of in regard to its enforcement of by-laws, and this periodical announcement by a Cabinet Member every time a local Magistrate wakes up in the morning punching air, and takes it out on a defendant who comes up before them,is making them all look ridiculous. Much better to enforce the law evenly, let it be seen to be enforced evenly and perhaps individuals who err on the wrong side of it will then deserve these heavy penalties, and justifiably so in those circumstances.
