Within Caerphilly County Borough Council’s approved budget was a £4 million loan to fund the building of a cinema in Bargoed.
The controversial scheme, which is currently under review, is estimated to cost around £7m.
Rebel Labour councillors managed to secure a review of the development after questions were raised over the cost and funding process of the proposed cinema, which is likely to be leased to cinema chain Odeon if built.
Councillors had previously raised concerns that money generated by the lease would not cover the repayments of the planned £4m loan to fund construction of the building.
Council officers are currently preparing a new business case for Caerphilly Council’s Regeneration and Environment Scrutiny Committee cabinet to consider. A review of the cinema’s construction costs is part of this process.
Meanwhile, news the Odeon chain is being put up for sale by its owners has cast fresh doubt on the scheme, according to a councillor opposed to it.
Blackwood Labour councillor Nigel Dix, who last year faced a Labour group disciplinary over previous comments he made on the cinema, said: “It is the final nail in the coffin. Council needs to take stock of the situation and pull this proposal.”
Plaid Cymru councillors have also voiced opposition to the proposed development.
Labour Council Leader Keith Reynolds has previously stated the project will come to fruition.
