A deposit return scheme for drink bottles and cans could be introduced across Wales in a bid to tackle litter.
The scheme would see people pay a deposit when buying drinks in a bottle or can – with the deposit given back when the empty container is returned.
Returned containers would either be cleaned and reused, or recycled and turned into new containers.
It is hoped the plans would see less waste sent to landfill, create up to 13,000 new jobs, and save up to £570 million a year in Wales.
The deposit scheme would be overseen by a deposit management organisation, which would decide the deposit amounts and ensure the scheme works well.
The proposals, which could come into force from October 2027, are currently out for consultation, with the Welsh Government seeking views on the scheme.
The 12-week consultation runs until November 10.
Deputy First Minister Huw Irranca-Davies, who is also the Welsh Government’s climate change secretary, launched the consultation during a visit to the former Corona Pop factory in Porth on Monday August 18.
He said: “Wales has always led by example on environmental action, and the deposit return scheme represents our next bold step forward.
“Visiting the old Corona Pop factory, once a hub for reusable glass bottles, was a reminder that we’re not inventing something new – we’re returning to the best of our industrial heritage whilst building a sustainable future.
“By putting reuse at the centre of our approach, we’re not just tackling waste – we’re creating a model that other nations can follow. This scheme will drive innovation, create green jobs, and help tackle both the climate and nature crises simultaneously.”
Mr Irranca-Davies added: “I encourage businesses and all stakeholders to engage with this consultation and help shape a scheme that truly delivers for Wales.”
