A third proposal for new flats above an Ystrad Mynach shop has failed to win planning permission.

Caerphilly County Borough Council planning officers have again rejected a bid to create new homes above the Premier Stores, on Bedwlwyn Road, because of parking pressures.

The most recent application was for four new flats and two commercial units above the shop, and sought to overcome previous reasons for refusal.

This time, council planners agreed the new layout resolved prior issues around a lack of privacy, access and natural light in the proposed homes.

But they were unmoved from their previous position that the development did not provide enough parking space for future occupiers.

A planning report describes the surrounding area as having “limited” unrestricted parking, which would “lead to a lack of on-street parking to serve the development”, despite nearby public transport links.

“This would likely result in an unacceptable pressure on any unrestricted on-street car parking, to the detriment of the highway safety,” they concluded.
