Penny Harris has been given a two year ASBO

A 20-year-old woman from Markham has been given an Antisocial Behaviour Order (ASBO) by magistrates.

Penny Harris, who currently lives at Pen Y Wer Lod, Markham, but previously lived in Phillipstown, was given a two-year ASBO at Caerphilly Magistrates’ Court on August 12.

The court was told that Harris showed frequent antisocial, abusive and nuisance behaviour in the New Tredegar and Phillipstown areas of Caerphilly County Borough.

The ASBO prevents Harris, anywhere within the Caerphilly County Borough Council area, from:

  • Swearing at, shouting at or threatening any person
  • Banging on any windows or doors of any persons property not belonging to her
  • Throwing any object at any person of property
  • Entering any part of the following streets located in Phillipstown, namely – Orchard Street, Field Terrace, Croft Street, South View Terrace, Cefn Rhychdir Road, Farm Terrace, Pritchard Terrace, Meadow Terrace, Dafolog Terrace, Fernhill Terrace, Bedlwyn Road, Jones Street, Derlwyn Street, Fothergills Road, Penrhyn Terrace and Bedwellty Road
  • Acting in a manner which causes or is likely to cause nuisance, harassment, alarm or distress to any person not of the same household

Cllr Gerald Jones, ward member for New Tredegar, said: “Local residents, including elderly people have suffered from antisocial behaviour in this case for long enough. This behaviour is wholly unacceptable as residents deserve a decent quality of life in our communities.”

Breaching an Antisocial Behaviour Order is a criminal offence, and could result in prison.
