Illegal tobacco with an estimated street value of more than £40,000 has been seized during raids on two shops in Risca.
A 19-year-old man from Newport was arrested on suspicion of possession with intent to supply cannabis and vapes containing THC. Gwent Police confirmed he has since been released under investigation.
The joint operation targeted two retail stores located on Commercial Street and Tredegar Street on June 4, with details of the raid only now released to the media.
Caerphilly County Borough Council trading standards officers and police carried out the visits, alongside immigration and environmental health officials.
Councillor Philippa Leonard, the council’s cabinet member for planning and public protection, said the sale of illegal tobacco undermines responsible retailers.
Cllr Leonard said: “It poses significant health risks and can often be linked to wider criminality.
“By working closely with our enforcement partners, we are sending a clear message that this type of activity will not be tolerated.”
Inspector Shaun Banfield, of Gwent Police, said the raids helped investigate potential links to organised crime groups.
He added: “I hope this work can reassure residents that if you have any concerns regarding problem premises, you can report it to us, and we will work hard with our partners to take action.”
