ASBO for Pontllanfraith teen

An 18-year-old man from Pontllanfraith has been slapped with an Antisocial Behaviour Order (ASBO) after a causing havoc in his community.

Leon Cook of Millbrook Road, Pontllanfraith, was given a two-year ASBO by Caerphilly Magistrates on Monday, after numerous incidents.

Cook was often abusive frequent abusive and offensive towards residents in Pontllanfraith and surrounding villages over a period of more than two years.

He was also aggressive and caused damage to property and throwing stones.

Despite the best efforts of the Safer Caerphilly Community Safety Partnership’s ‘four strikes’ policy, his bad behaviour continued.

The ASBO bans Cook, anywhere within the Caerphilly County Borough from:

  • Acting in a manner which causes or is likely to cause nuisance, harassment, alarm or distress to any person.
  • Swearing at, shouting at or threatening any person.
  • Throwing any object at any person, property or vehicle.
  • Damaging any property not belonging to him.
  • Apart from his home address, not to enter the gardens of any other property without the express permission of an adult occupier.
  • Consuming alcohol in a public place, save for licensed premises.
  • Being in possession of alcohol in open bottles, cans, cups or containers in a public place.
  • Driving or riding any mechanically propelled vehicle without appropriate documentation.

Community Safety Manager, Howard Rees said: “The introduction of this Antisocial Behaviour Order, together with the restrictions it brings, shows how much of a tough stance we take along with our partners to limit the impact that anti-social behaviour has in our communities.

“I also want to reassure our residents that we will continue to use the powers available to us to stop anti-social behaviour, and help to protect our residents as well as improve their quality of life.”

PC Gareth Jones, the area’s Crime and Disorder Reduction Officer,said: “We are continually working with our partners to prevent antisocial behaviour from negatively affecting the lives of local communities.

“The introduction of this latest Antisocial Behaviour Order in Pontllanfraith demonstrates that we will take action against individuals who are found to be taking part in this behaviour.”
