Caerphilly woman receives a two-year ASBO

A Caerphilly woman has been handed a two-year Antisocial Behaviour Order.

Lucy Olsen, 30, of Dyfed Drive, Churchill Park, Caerphilly was given the ASBO by Newport Magistrates Court on July 25.

The court was told how Olsen displayed frequent antisocial, nuisance and intimidating behaviour, and despite interventions as part of the Safer Caerphilly Community Safety Partnership’s ‘four strikes’ process, her behaviour continued.

The Anti-Social Behaviour Order prevents Lucy Olsen, anywhere within the Caerphilly County Borough area from:

  • Acting or inciting others to act in an anti social manner, that is to say in a manner that causes or is likely to cause harassment, alarm or distress to one or more person not of the same household
  • Shouting or swearing at any person in a public place
  • Playing music in such an amplified level that it can be heard outside of Olsen’s home address at Dyfed Drive, Churchill Park, Caerphilly
  • Banging or striking any walls, doors, floors or ceilings such as to cause nuisance or annoyance to any occupants or visitors of any neighbouring properties
  • Another of the ASBO conditions relates to Olsen being prohibited from approaching or communicating with, directly or indirectly, or in a threatening manner or in any other way any person attending to or visiting an adjacent property to the one she currently resides at.

Cllr David Poole, Cabinet Member for Community and Leisure Services, said: “This should be a clear message to anyone in our county borough who feels it is acceptable to act anti-socially that their behaviour will not be tolerated. We take an extremely tough stance on anti-social behaviour and will use the tools and enforcement mechanisms available to use to ensure that the behaviour of a very small minority does not impact adversely upon the lives of the upstanding majority.”

Caerphilly Crime and Disorder Reduction Officer, PC Stuart Lewis said: “This individual’s behaviour was affecting the quality of life of residents living in the same street. I am sure that the anti-social behaviour order placed on this person will now offer the victim’s some comfort and respite. I would welcome any person who has been suffering acts of anti-social behaviour to come forward and report these matters to Gwent Police. We will support you and deal with the perpetrators robustly.”
