Planning permission granted for four-bedroom HMO

A three-bedroom house in Bargoed has received planning permission to be changed into a four-bedroom house in multiple occupation (HMO). 

Permission was granted to change 28 West Street into an HMO on October 19. 

A HMO is accommodation run by a private landlord, with bedrooms rented out to unrelated tenants who share facilities

According to documents lodged with Caerphilly County Borough Council, the alterations will be internal only. 

The building will now contain one bedroom, a lounge, a kitchen and a bathroom on the ground floor and three bedrooms and a store room upstairs.

Two neighbouring properties were notified of the application and three letters of objection were received. 

Objections highlighted included:

  • The development will result in an unacceptable level of noise
  •  A HMO will reduce surrounding property values
  • The future occupants could have issues that would negatively impact the surrounding residents

The planning documents also state: “Caerphilly County Borough currently has a severe shortage of this type of property and heavily relies on bed and breakfast accommodation to meet the shortfall. 

“It is therefore considered that the proposal will assist with the provision of emergency accommodation and contribute to meeting the needs of the community in line with Planning Policy Wales.”

The application can be viewed on the Caerphilly County Borough Council website under reference 23/0579/COU.
