Blackwood couple each handed a five year ASBO

A Blackwood couple who made their neighbours’ lives a misery have each been handed a five year ASBO.

Martin Ward, aged 48 and Lisa Stokes, aged 48, both of Beaumaris Way, Grove Park, Blackwood were given the ASBOs by Abergavenny Magistrates’ Court on Friday.

The pair frequently threatened, verbally abused, and showed aggression to their neighbours.

The Antisocial Behaviour Orders bans Ward and Stokes from playing loud music in their house, shouting and swearing at each other and neighbours, banging on their walls.

They must also not incite others to act in an antisocial manner and approach previous victims of their abuse.

Stokes was also banned from calling the emergency services, except in a real emergency.

The pair were also ordered to pay prosecution costs to Caerphilly County Borough Council of £2,758. The full ASBO succeeds a previous interim order passed on March 30.

PC Gareth Jones, Crime and Disorder Reduction Officer for Ystrad Mynach and Blackwood, said: “The type of behaviour alleged to have been committed by Miss Stokes and Mr Ward against a very vulnerable victim made an application for this order a necessity not only to protect the victim in this case but also her family and the wider community.

“The application for this order has been a priority for the Neighbourhood Policing Team at Blackwood and the Safer Caerphilly Community Safety Partnership who have spent many hours gathering and analysing evidence for this application.

“The positive outcome of today shows what can be achieved by the police working in partnership. I would like to personally thank the victims in the case especially Olive Howes, they have all made a stand in very difficult circumstances, without their support this case may not have come to court.

“I hope this antisocial behaviour order now provides respite for Mrs Howes, her family and the wider community.”

Cllr Dave Poole, cabinet member for the environment and leisure services at Caerphilly County Borough Council, said: “This particular couple have made the lives of residents in their community a misery which we simply cannot and will not tolerate.

“The gaining of these five year Antisocial Behaviour Orders, I hope will send out a very clear message that we will not tolerate anti-social behaviour in our communities, and will continue to work with our partners to take action against individuals that are behaving in this way.”
