£500 fine for fly-tipper who dumped waste on Senghenydd Mountain

A man from Machen has been fined after he pleaded guilty to fly-tipping household waste on Senghenydd Mountain.

Perry Gasson, 51, of Pandy Lane, Machen was taken to court after an investigation by Caerphilly County Borough Council found he had disposed of carpet, glass, paint tins and toilets on the mountainside.

The case was heard at Newport Magistrates’ Court on Friday, March 18.

Mr Gasson attended court, and pleaded guilty to the offence of failing to take all reasonable measures to ensure waste was transferred to an authorised person, contrary to the Environmental Protection Act 1990.

He was fined £500, which was reduced because of an early plea and ordered to pay costs of £1,179.36 and a victim surcharge of £15.

Offenders of fly-tipping can face fines of up to £50,000, including a prison sentence.

    £500 plus costs, wow what a deterrent. I believe that there is no excuse for this type of behaviour. This is why councils provide waste plants where you take your waste to be dealt with. These parasites who dump rubbish on mountains or anywhere else are spoiling the environment for others, and it means taxpayers money is spent cleaning up after them. Its about time courts imposed the maximum fine of £50,000 on these parasites. Maybe, just maybe, these parasites that display this type of behaviour will think twice in doing it.

      It says that the £500 fine was reduced because of an early plea – so what was it reduced to?, £15 victim surcharge – they’re having a laugh now. It doesn’t help that council waste sites charge for vans and trailers, that’s a stupid system that only encourages fly tipping.

    Are we surprised? Now that the council have made it difficult for a large percentage of the public to legitimately dump their rubbish they’re resorting to squeezing it into their green bin or tossing it in the lanes.

    Maybe if the Council got rid of the charges for vans and trailers will the fly-tipping be reduced. Surely this is bumping our Council Tax up as it’s costing the Council to get the rubbish cleared. Firstly they send someone to inspect what has been reported then they will send out the relevant enforcements to clear it.The courts should be stricter on the fines, this will then hopefully be a deterrent ……….

    Crazy how people bleme the council for scum bags littering up the countryside. There is no excuse, dumping rubbish is wrong and these people need to find some pride in themselves ..
